A couple things: first, this is a college campus, despite what you may think about the height of the individuals that are in this photo. Second, this group was going through what appeared to be cheerleading routines - an interesting sight to see - how often are there completely Asian cheerleading squads in the US? The girl at the top of the steps in the background (in the white) was barking out instructions constantly - it wasn't just a bunch of random people dancing arbitrarily.
